Assistance Needed with Windows PIN Reset and Phone Verification Issue

When logging into my laptop, Windows is asking for a PIN code. However, I don’t remember my PIN. I proceed by selecting “I Forgot PIN,” which then prompts me to log into my Hotmail account and sends a code to my phone number. Although my phone number is correct, the code is not being delivered via SMS. How can I resolve this issue? I also requested to replace the current number by providing a my second phone number. But it says the update will take effect on 12/05. Is it possible to make this happen sooner?Thank you for your help.
