Im having trouble creating a new user on windows 11

When I am trying to create a new account using the basic standard windows 11 settings menu it opens another window called "lusrmgr" - [local users and groups (local)]. I then look around wondering what it is when I read "this snapin may not be used with this Edition of windows 10..." (I'm on windows 11 so I dont know why this program thinks I'm on windows 10? "... To manage user accounts for this computer, use the user accounts tool in the control panel." So I do as it says, I go to the control panel.... Only for the user accounts tool, to send me straight back to the basic settings? Any idea
