DPC_WATCHDOG_VIOLATION on new GPU

I recently bought an NVIDIA GeForce RTX 4070 GPU from eBay from what seemed like a reputable seller. The graphics card arrived a week ago and I have been having issues when launching games like Call of Duty or Cyberpunk.After a short amount of time when launching these games, my computer will freeze and BSoD and always show the DPS WATCHDOG VIOLATION error code. This has never happened on my previous 3060t. I have tried clearing and reinstalling the most recent NVIDIA drivers multiple times but nothing has worked and I'm really hoping that I don't have to send it back.
