A problem plaguing windows for years that has still not been resolved. See here as well Disable Bluetooth autoconnect. Previous "answers" given by Microsoft do not solve the problem. Bluetooth still auto connects to devices even with the accepted settings when in range when turned on, which also means it auto connects when the laptop is turned on or even in range as long as Bluetooth is not turned off. Microsoft needs to add a setting to disable this feature, just like you can disable auto connect to Wi-Fi. It's completely ridiculous this setting has not been added yet, because Bluetooth auto
