Why cant i move the taskbar on top or on the sides?

I tried countless methods, from editing the Registry to straight up editing the explorer.exe fiile itself, but it is locked at the bottom. How do i change it?Even in Windows 95 you can customize your taskbar more than in Windows 11. Whoever made this version should have wrote "downgrade of functionality" rather than "upgrade".
