Can't delete or copy a jpg file - error 0x80070570 - the file or directory is corrupted and unreadable?

I'm trying to copy a photo file or delete it if it can't be copied but I'm keep getting the same error. I've tried WinRar method, & Safe Mode and didn't work. I also don't think command prompt method would work. Is there a way to fix the corrupted photo? Is there any other way to copy it or delete it? Thanks.
