My hotmail account is locked. I have 2 step verification on however I have a new phone. I can't reset my password. How do I gain access?

Hi,I have had to use my work account to send this message as I cannot gain access to my personal account.I am signed into my personal hotmail account on my apple phone on the email app (so I can send and receive emails).However I cannot do a new sign in on my computer as I have forgotten my password. I have typed my password incorrectly too many times and it has now blocked my account.I cannot reset my account password as I cannot gain access to the 2 step verification and QR code as I have a new phone. Backup is not working for the 2 step verification, and if I want to set up a new account on
