How can I revert a change back to an hour without deleting anything or reverting my entire system?

I accidentally uninstalled a game, and as I tried to reinstall it, something went wrong and now it won't reinstall at all. I want to revert my PC's status to an hour or two ago back to when it was installed, but I don't know how to do it. I know I can because I've done it before, but I don't remember how to do it. I run on Windows 11, and the game in question isn't really a game, but a series of mods for Hearts of Iron 4 on Steam.
