How to fix Windows update error in services?

Hello , I disabled Windows update in services and it's refusing to start. Now I cannot receive updates. The error message says " Service did not respond in timely fashion". I have tried all the solutions on CMD to clear any corrupt files but it's not working. Please help. I use a Xiaomi notebook Air Laptop.
