Laptop stuck on Aptio Setup Utility

Hello! I powered on my laptop and instead of powering up it opens Aptio Setup Utility. System time is not changing, and none of the keys on the keyboard responding, so I cannot exit the utility or use the menu. After rebooting the laptop with a button it opens the same thing. I tried holding the button for 30 seconds, waited 30 minutes and then boot again, but the problem is still here. Is there a way I can reinstall windows or boot it somehow to create a backup of my files? If not, please tell a way how to reinstall BIOS and windows completely if I won’t be able to save my files, as I cannot
