My camera light is on but camera is off

Recently my computer cameras light has been on most of the day but the camera is off. When I go to camera settings, it shows as off and then when I go to advanced settings my computer cant even find a camera (bc i think I deleted it once this started happening.) Every setting Ive looked at in settings shows nothing using the camera, so how do I turn this off?
