How to stop a mouse from scrolling after the wheel has stopped?

Hello,I have Windows 10.I used a different mouse for a week which had 2 wheel functions; Fixed, and Freewheeling.Now I'm back using my standard mouse which only has a fixed wheel.Problem is, when I stop scrolling on the mouse, the screen I'm on keeps scrolling (or zooming if I'm holding down the Control button)I've tried adjusting the number of lines per scroll in the mouse settings but that doesn't seem to make a difference.Please can someone help?
