Reset Windows 10 but login screen not removed

Planning to donate / recycle laptop so did a Reset to remove all files and reinstall Windows 10. Reset completed but did not remove the login screen. Entered password but it did not work. Screen message: "The User Profile Service service failed the sign-in. User profile cannot be loaded." I cannot get passed the login screen. I was going to Reset a second time. How do I get rid of the login screen?
