Can a user lock themselves out of their personal device if they have signed into the computer with a business local account?

An employee has a personal device which they are choosing to use for work. It is a Windows Home laptop that they have chosen to sign into with a business account. They are being suspended temporarily so access to their Microsoft licence is being withheld. Does this restrict them from using the personal device? Can they change to another administrator account without having to do a factory reset?
