Fan issue after update .NET Framework 3.5 and 4.8.1 for Windows 11, version 23H2 for x64 (KB5045935)?

After Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 23H2 for x64 (KB5045935), my dell g15 5520 laptop is running its fan at 100% speed on idle temperature. I do not have anything running in task manager, all my CPU, RAM and GPU temperatures are under 50° C.
