Basically my hp pavilion gaming laptop that I tried factory resetting got stuck at the 64% mark while reinstalling windows and now it’s just restarting over and over again with nothing to work. I tried booting up from a usb media tool with fresh windows 10 and it had worked out but my cpu speed had reduced dramatically compared to the other windows 10 I was trying to reinstall.
