HP Pavilion Windows 10 internet is connected, no browsers will work. Error message says "internet access is frozen"

The internet was working fine, then after the most recent update, no browsers will connect to the internet. The internet connection is working just fine on all other devices in the home.He tried resetting to before the windows update, and has tried several other resets but nothing is working. Please help.
