How do I install Phone Link?

I uninstalled phone link on the recommendation of another because it wasn't generating the QR code or a pin. and now when I try to reinstall it I get one of two errors. This one when I try to install it: 0x80073CF9and this one when I reset the Microsoft store and then try to install it: 0x80248014I've tried many things, and it always leads back to those two errors and the microsoft store saying it's something on your end. Any help you can give would be great.
