My phishing protection gets turned off after a restart. What is causing this to happen and how can I fix this?

My phishing protection (located in Windows Security/App & Browser Control/Reputation-based Protection) gets turned off after I restart my computer. I turn it back on, then after a restart it is turned back off again.
