Laptop sometimes lags and stutters in random times

Whenever I try to do some web browsing or play games on it, sometimes I've experienced stuttering for about 3 seconds. I even tried updating to the latest video card drivers, but it still hasn't been resolved. So are there any solutions to solve this "stuttering" issue? Thanks.NOTE: I am using Windows 11 24H2 build 26100.2314 (November 2024 cumulative update)
