'Date Taken' missing in old photo meta data

I have several old photos with missing 'Date Taken' in meta data. Is there a way to bulk modify 'Date Taken' to be the same as the 'Date Modified'? Obviously all photos have a unique date/time stamp so I cannot apply a single change manually to all files in Explorer.
