windows 10 FPS and Audio Distortion

Hi. I had this issue where playing/doing stuff that is high usage of performance, it will cause FPS to go 1, although it isn't just the game/app, it's the whole screen that is being affected. And during this, the audio becomes 1 FPS as well, like only being able to hear a single word then pause for like 3 seconds.THIS ISSUE is related to: Redirecting Example:
