Can I download the en-GB language pack for offline installion?

Hello,I have to deploy multiple laptops and for some stupid reason the English language pack takes absolutely forever to download even though the files are only a few mb in size.Is it possible i can download these so i can put them on a USB stick so i can install them faster?
