Back Up and Restore (Windows 7) won't back up to new Windows 11 laptop.

Back Up and Restore (Windows 7) won't back up to new Windows 11 laptop. I have a Lenovo desktop with C:\ SSD for programs and D:\ HD for personal files. Can't use File History to transfer backup to new laptop because it will only transfer Libraries (Photos, Document, etc) and not Drive D:\ data files. Instead I'm using "Back Up and Restore (Windows 7) ". Backed up to External drive and tried to restore files and "Restore files" does not work. It selects the folder to download and locations to download to OK. But restoring files does not start downloading files. Is there a fix or do I h
