My PC wont work after factory reset

I was having a lot of issues with my files and the overall space on my PC. I decided to do a reset, and I chose the option to remove everything. After this, every time I turned it on, it would not boot or even attempt to download a new Windows. Today however, I finally got a windows screen asking me my keyboard language my time zone my preferred language for the system and then it asks why it was restarted and when I hit next it just restarts please help.
