Have Windows 11 on high end computer, downloaded Flight Simulator 2004, will not launch from shortcut

Just got a new gaming computer. Had the 2004 Microsoft Flight Simulator game. All disks loaded without a problem, but the application will no launch. Have tried the Troubleshooter, it did say there was a compatibility issue which showed as fixed once the Troubleshooter was finished. It did not fix the problem.
