Error when trying to use device manager

No matter what I do I cannot run Device Manager i am the only user on this PC and the only administrator on the PC. I have Windows 10 on a refurbished computer. I have tried using the following methods and it won't work and gives me this error as well.Does anyone have any other suggestions?What started this, was I was trying to use a hard drive that I took out of an old computer using a USB hook-up for it but the computer did not pick it up. The hard drive works fine because I am able to use it on a laptop. I can't factory reset the PC because i am trying to get my files off it and put it on t
