windows 11 How to completely and permanently remove OneDrive from an Enterprise workstation?

I work IT in a medical company overseeing two hospitals. We have federally mandated privacy laws (HIPAA, et al) that we must follow, and OneDrive does not fit those requirements (specifically the "need to know" clause -- there is no need to put patient information on the cloud).As such, part of the spin-up process of new hardware is to REMOVE OneDrive. We uninstall it from Control Panel's list, and delete the scheduled tasks it created. But still, when a new user logs on to the device, OneDrive launches in the background.
