When we tried installing Win 11 pro OEM pack in desktop it straight away installing Win 11 Home. But in laptop we can install win 11 pro. why?

When we tried installing Win 11 pro OEM pack in desktop it straight away installing Win 11 Home. But in laptop we can install win 11 pro. why? How can i over come this issue? I need win 11 pro in my desktop
