How do i unlock a locked email account?

I recently got a new phone and got everything set up. I then started to have problems with my computer so I did a factory reset. Thing is i forgot to set up the windows authenticator on my phone so now I can't log in with my original email address. Weird thing is with the new one I created I was able to gain access to the old one and at least reset the password with the 2 step authenticator of my phone and back up email but it still won't let me log in. Any advice that'd help me rectify things would be appreciated. Wanted to clarify i'm not using a virtual private network or anything else that
