How can I reinstall Windows security? ERROR: Windows Security Center service can't be started

I think my PC got infected due to some bad apps installation unconsciously. The notifcation always pop at bottom right of the screen stating UAC is turned off and asking to restart window. But restarting it does not reflect the UAC default setting. And at the same time, ERROR: Windows Security Center service can't be started.I have tried the following:1. Start the Window Security from Search Bar on my Window 10, nothing shows up.2. Do sfc /scannow, restarted window, didn't work.3. dism /online /cleanup-image /restorehealth , restarted window, didn't work.4. Settings > Troubleshooter > A
