How to access a childs account that is locked

I created a child account by adding it to our family account. As part of this process it created the microsoft account (@outlook) and I assigned a password. The account has never been used or accessed or signed in to. When I tried to access it for the first time to log into the computer using it it says there is a problem with the account and go to accounts.live.com. When I accessed this page and logged in it said "Your account has been lockedWe've detected some activity that violates our Microsoft Services Agreement and have locked your account.How to appeal this and unlock your accountChoos
