Task manager not working, applications not closing

Recently I've noticed that when I try to close some applications via Task Manager, it would not close at all and just be sent to background applications and appear to still run despite being off of my screen and taskbar. The Disk/CPU usage would be 0% but the ram would still be used and the amount of ram was massive (10,000). I've done a ram diagnostic, reinstalled windows 11, reinstalled all of the software, done RestoreHealth, but nothing is working. any help?
