Microsoft Family Activity not reported for one member

I have two children (10 and 13). The 10 year old's computer is newer and the family safety settings are set up and reporting activity perfectly for the account. I am able to set screen time limits. Both children are set to administrator (I trust them) and I am as well on both computers.The 13 year old's computer looks like it has the exact same family settings as the 10 year old's but it shows zero activity. The windows device is registered under the user. I have try to do this account verification on the computer (https://aka.ms/familyverify) but I'm not sure what's supposed to happ
