Windows Still Stuck Under Organizations (school) Requirements Even With New Account

Hi, I was having issues with my Windows account accidentally getting connected to my school account. I removed the school account from the device, but it is still controlling the pin requirements (not allowing letters and symbols and requiring it to be changed after so many days). I tried looking for the PIN expiration and did not see one. I tried creating a new Microsoft account and adding it as an Administrator. On that account when I went to set up the PIN it still had the organization requirements listed under it. I am currently still on Windows 10 because I did not want to switch to 11 in
