I can't create a pin, it keeps me in a loop

Hello,I received my dad's pc recently and I went to make a whole new profile on the PC and when I sign in it tells me that I need to create a pin. When I click next to create one to tells me something went wrong and that it couldn't be created. It gives me the option to retry and when I do it loops to the same screen. When I select the option to skip for now it puts me back to the sign in screen. I'm slot sure what I'm supposed to do so any help is appreciated. Thanks.
