Slow internet via ethernet on Win10/11, no issue with same hardware on different OS

I've been struggling with extremely slow internet on my wired desktop computer. I've isolated the problem to Windows, as I've tested multiple devices on the same cable/router and have been able to achieve the reported speeds by my ISP (500Mbps). I am testing using iperf3 using the server nyc.speedtest.clouvider.net, as well as testmy.net's download test. On most devices, I am able to achieve 500Mbps+ with both iperf3 and testmy.net.If I boot into Ubuntu 24.04.1 LTS via USB on my desktop, I am able to achieve 500 Mbps+ with both iperf3 and testmy.net on Mozilla firefox.
