"Send to" menu is empty

When I right click on a file, the "Send to" menu us empty. This first started when I transferred my files from one computer to another.I was told to look in AppData/Roaming/Microsoft/Windows/SendTo and create new shortcuts to programs, but I looked and the SendTo folder was completely missing. Even after creating a new SendTo folder and copy/pasting the contents of the Default User's SendTo folder into it, the icons are still missing.
