I can't activate windows 10 on my PC even though I have a digital activation linked to my account.

I have been trying for a while to activate windows on my PC that I built. I currently am signed in with my Microsoft account to a Microsoft Surface 5 with windows 10 pro activated with a digital license linked to my account. I originally tried to activate my new PC with windows 11 home, but it wouldn't work, so I downgraded to windows 10 home, but that won't activate either. I've tried troubleshooting it, and downloading inactivated windows 10 pro, however it won't let me upgrade since I can't activate windows 10 home.
