Win11 24H2: Fullscreen videos are freezing in all browsers, while on-top windows are refreshed

My new ASUS TUF Gaming RTX 4070 Ti Super (tested with latest and previous Studio and Gaming drivers) has stuttering or freezing problems with (hardware accelerated) fullscreen videos on Youtube, Twitch, Prime and others, with different browsers (tested with Chrome, Firefox and Edge). I never saw problems with gaming or benchmarks like Cinebench.The crazy thing is that only the full-screen video freezes, not the windows that run in on-top mode. And it is only on one monitor while the video continues to run on the other (duplicated desktop).Video of the problem: https://www.youtube.com/watc
