Windows 10 Setup freezing up at Spinning Dots

Hello Microsoft Community,I hope everyone is doing well. I need help to resolve an issue with a custom-built PC that family wants me to help fix up. It's a custom-built PC with an ASUS Z97-AR Motherboard, powered by an Intel Core i7-4790K CPU, 16GB DDR3 RAM, an M.2 SSD, and an NVIDIA GeForce GTX 760 Graphics Card.The problem is that when I try to boot into the Windows 10 Installation Media, it freezes up just when the spinning dots animation starts. I've tried disabling Secure Boot, resetting Secure Boot Keys within the BIOS, enabling Intel Virtualization Technology, re-enabling Secure Boot, a
