Pc having issues across the board, have done everything I can think of to fix it. Help

Problems include but are not limited toStart menu malfunction. When issues arise, pressing the start menu, then the power menu, and hitting restart only serves to close the start menu. Right clicking the task bar to open the pop up (in attempt to open task manager) yields no results at all. Browser crashing over and over in an infinite crash loop. Ctrl+alt-del to task manager does not open task manager. Some steam game icons replaced with the generic document icon. If issues remain unchecked for too long, task bar icons turn to black squares. File Explorer will not open. To restart pc I must e
