windows 10 Unable to open .exe files

My computer seems to be unable to open any recently downloaded .exe files. Double clicking a file to run will seem to work (little blue loading circle on curser) for around half a second and then nothing will happen. Running it as administrator ends the same except it asks whether I'll allow it to make changes before-hand. I have uninstalled McAfee when I thought it was blocking it, I have ran a full "Current Threats" scan and my computer turned out clean. I have right clicked the file and attempted to select a different "Open With" but the "Open With" button was not there (see picture). I the
