windows 10 Signing in is way too complicated

I want to sign in for a friend. He has a cell phone. The cell phone # is not provided as an option to send text messages to in set up. It only has his land registered. The landline does not receive texts, of course, therefore he is unable to verify his identity, and he required to start over or to go online.Also, having decided to sign in with a new email address. At the next screen he is required to give the birthdate of a minor who might use his computer. There is no such minor. It would make sense to provide the chance to skip to the next screen.
