Since My Computer Updated, Issues Moving/Renaming Photos

Would love to know how to fix this issue without CONSTANTLY having to restart my computer.I often like to rename my photos or organize them as I'm a photographer and have many on my computer. I use Windows 10 and have had this problem on my laptop for about a month now. Well my desktop just upgraded itself on its own today and now is having the same issue:On occasion, I will try to either rename or move a photo (or several) and I will get an error message stating that the file can't be moved (or renamed) because it is open in Photos. Sometimes, I will get the same message and instead of "in Ph
