New PC Build - Problems when restarting machine

Hello,I have just build a new gaming PC (first time). Everything seems to work fine when the machine is booted up. However, if I need to restart the machine, during the restart the screen goes blank but the fans are still running. I have to manual power off and power back on again to get it to boot up. Also, sometimes when I do this when I get to the windows login page, I get an error stating that there is a problem with pin and need to reset (this has happened several times now).It even goes to a blank screen once I exit BIOS screen.I have checked all the drivers and windows updates, and ever
