File Access Denied - Need Admin Rights to Move Files in Desktop

Hello,This is most likely a simple fix but I just cant seem to figure it out. On a new computer it always prompts "You need admin permissions...." when moving a file to a folder on the desktop. I can't figure this out for the life of me. So far it was done by two accounts on the same laptop, both have the same issue. The laptop is on the same network as other ones which means same GPO. I never had this happen beforeSome other notes:Under security settings for desktop, the user has full control and is also the owner.
