How do you change the UI font settings on all windows so they're larger?

I have visibility issues, and never had a problem with using a laptop to do my work until I got one with Windows 11 installed. Now, the text on all the Windows UIs are way too small for me to read properly, and there doesn't seem to be a way to fix this. Display only changes the fonts of program UIs and not the Windows one. IE: my Chrome browser's font can be changed but the tab fonts won't change. Worst of all, the UI in my accounting programs uses the windows settings, and are so tiny I have to be at least a foot away from my screen and squinting to see anything. I'm a freelance bookkeeper,
