Windows 11 failed to install, computer does not meet minimum requirements, except this computer has already run windows 11 once before?

I am attempting to assist someone in installing windows 11 onto a brand new hard drive which has been placed in an existing computer. This computer suffered a hard drive failure on the drive the OS was installed on. We have confirmed that no other components have been damaged. The only new component that has been added is a 1TB Samsung internal SSD, which is the drive we intend to install Windows 11 on. When we try to install Windows 11 from the provided flash drive, it claims the device does not meet minimum system requirements. This is not only false, but impossible, as this exact machine ha
