Why is my CPU constantly over heating

Good afternoon, I am currently having cpu problems. I reapplied thermal paste to my cpu and also made sure the cpu water cooler is sitting on the cpu correctly. My tempratures keep spiking from 43 to 60-84 degress even when the computer is idle.
